Estimation and Measurement

The goal of this effort is to define a common set of software estimation and measurement resources, their representation formats, and a RESTful Web service API for accessing them for in the context of software project management to enable the collaboration of multiple tools that provide and consume estimates across the development lifecycle.

Scope

The scope of the Estimation and Measurement workgroup is quantitative management of projects, operations, and other activities. The primary focus of the workgroup is software and systems development projects. The scope of the workgroup includes the full lifecycle of the estimation and measurement process. This includes the use of estimates in the project initiation phase, the comparison of estimates with measurements during project execution, the evolution of estimates as the project projects, and the archiving of estimates and measurements for use on future projects.

The core results produced by the workgroup are expected to be applicable to other quantitative domains, such as performance monitoring.

Deliverables

The Estimation and Measurement workgroup will identify key use cases that occur in the process of estimation and measurement, and define resources and services that support those use cases. The deliverables will include a use case document, an RDF vocabulary, and a REST API specification.

Relationship to other activities and workgroups

The Estimation and Measurement workgroup will adopt OSLC Core specifications. This workgroup will work closely with anticipated workgroups in the domain of project and portfolio management when such workgroups are created.

The core RDF vocabulary for measurement is expected to be applicable to any quantitative domain. The OSLC Performance Monitoring workgroup has proposed extensions to the core RDF vocabulary.

Specifications developed by this WG may be contributed to these SDOs:

This contribution to these SDOs is dependent on maturing the specifications within this WG and gaining consensus on the contribution. At that point, the WG would make a proposal to the OSLC Steering Committee for such a move. For more information, see the Workgroup Best Practices.

Participation

Participants in the Estimation and Measurement workgroup may be interested in either developing applications and services that integrate with other OSLC service providers and clients, or consuming and directly working with the resources and services of an OSLC Estimation and Measurement provider. Participants are expected provide, contribute and collaborate over estimation and measurement usage scenarios. They are expected to contribute to the definition of resource types. Participants may petition for new topics, related to the core scope of the workgroup, to be discussed.

Meetings Frequency and Communications

All participants are expected to sign up to the email list and read the messages from this list. When possible participants are asked to join and engage in our bi-weekly general meeting, where we discuss the latest topics of interest to the group, and get an update of any relevant activities going on in the core and other workgroups. Time constraints may prohibit participation in the bi-weekly meetings is not required, however it is recommended. The workgroup will be flexible in scheduling of its meetings to accommodate those participants spread out over the various time zones.

Decision Policy

The Estimation and Measurement workgroup deliverables will align with the OSLC core and other related workgroups. Shortly after the Core declares another version of its specification and recommendations, the Estimation and Measurement workgroup will finalize its own additions and changes to its specification. Decisions will be consensus based and confirmed through use of the email list. The workgroup lead will ensure that all active participants are made aware of any finalized changes to the specification.

Inactivity on the part of any participant will not hold up the development and finalization of changes and new versions of the AM specification; however every effort will be made to engage those who are temporarily unable to participate in email and conference call deliberations.
