Hi Rainer,

Let me try to clarify the set of coordinated actions we are taking to come 
to closure on a vote at the Steering Committee...

The idea is, we want a more general solution that takes into account a 
subset of traditional SCM domain use cases as well as other sub-domains of 
ConfigMgmt to ensure we have a solid foundation to build additional SCM 
specific specs if even needed.  At some point later, a group of interested 
members may want to propose a workgroup to focus on a different 
specialization of SCM, say version management.  Then perhaps they'd 
propose a WG to focus on this.  Until we evolve the ConfigMgmt work, the 
idea is various options may play out but we won't know until we execute on 
this and see who really comes to participate and what the additional 
interests will be.

These are coordinated activities to support the vote, let me outline:

- At the first Steering Committee meeting it was discussed that they 
wanted the approval of Core WG on the technical merits of the proposal.
- I executed on this action and started a thread with the Core and SCM WGs 
to gain this approval, which I did.  There was some discussion on the 
content of the charter in support of this.
- After receiving the Core WG approval, we took it back to the Steering 
Committee for vote on July 18.

Of course I'd be willing to facilitate but I believe we are aligned on the 
proposal between the SCM and Core WGs (and others). 

I'd recommend we proceed with John's original 2 options [1] and work 
towards a vote.
