I'll start by moving the discussion onto the right thread.

did we miss that in our Tuesday StC call? Was there a decision requested
by the StC or does this message mean that they will wait until the new
infrastructure is in place? If the Core-Workgroup is o.k. to release the
spec, I think a formal approval by the StC could be done via e-mail.
Since we are still in a transition phase from the ?old? to the ?new?
governance model, I would recommend not to enforce the planned spec
release quality gates yet, but we should have the topic ?release process
of spec?s? on the agenda for the next meeting.
Sean could you prepare the QGate list and a voting proposal for the next
meeting? If you need help, please let me know.
"
The plan was to have the vote at the September meeting, and it is on the
draft agenda [0], however, it is possible that the approval could be
handled completely by email.
I believe the Core WG is satisfied with the specification. The Asset
Management WG has made the effort to deliver a test suite to the Eclipse
Lyo project, and does want the specification released as "final" as soon as
possible.
I am sure the Asset Management WG would be happy to see the specification
approved with no (or little) additional work. Since they have already
provided the following information:
1. Positive feedback from the Core WG [1]
2. An implementation report [2]
3. A test suite submission to Eclipse Lyo [3]
there may not be any difference in work between the "old" and "new" ways.
Still, given the Asset Management WG's need to have the specification
release before the end of September, not applying the "QGate" list yet
would save us from having to apply a process at the same time we're trying
to agree on it. If the StC chooses to proceed that way, I think all that is
required is a final "OK" (by email) from the Core WG.
Thanks.

Sean/Steve,
In the Asset work group meeting today, we decided to move the v2 spec to
the new Wiki - we will declare it final there (and could make changes if
needed). Also, the note below was held by the moderator for the
oslc-steeringcommitee. Can you make sure that that is distributed to the
mailing list.
tks,

Thank you Sean for guiding us through the new process.
The v2 work of the asset specification have started the end of 2010. The
spec. was iterated on though 2011, getting feedback from WG and core
members. The final version was announced on the asset work group mailing
list as well as the core mailing list around April 2012. We had good
feedback, and met a few times with core group members and incorporated some
of the suggestion in the latest version of the specification. Steve also
asked for us to create, and contribute an asset OSLC test suite to LYO and
suggested to have a server implementing the v2 specification available to
the core team and others.
RAM 7.5.1.1 implemented the proposed v2 specification (current finalization
draft), and was made available for downloads from jazz.net. A running
instance of RAM 7.5.1.1 is available internally at IBM. Steve had mentioned
that the core (LYO) test suite were exposed on that instance successfully.
The implementation report is here. As far as we know, RAM is the only
provider implementers, but there have been many cases where v2 was used by
various RAM clients.
The Asset test suite was pushed the LYO Git repository last month. We have
not received any specific comments or emails on the suite. But, we have
incorporated this suite in our daily FVT automated test runs and they are
part of the exit test criteria for the RAM product.

Subject: Asset Management workgroup seeking approval V2
specification
Hello OSLC Steering Committee:
Dr. Gili Mendel, the lead of the Asset Management workgroup, has indicated
that the V2 Asset Management specification [1] is ready for approval.
This version of the spec has been considered a Candidate Specification [2]
since March, and has been implemented in products that are already
publically available today.
As per the Workgroup Best Practices for Finalization [3], and our
experiences to date at the StC meetings, I have asked Dr. Mendel to
provide:
1. Formal opinion from the Core WG on the technical content of the
specification.
2. Implementation reports for the completed implementations.
3. Formal opinion on the contributed test suites from the Lyo project.
I also understand that there is some urgency to having the specification
approved before the end of September to simplify matters for new
implementers who want to integrate with the software that has already
implemented the current specification. As such, I have created an agenda
topic on the backlog [4], and propose that it is covered at the September
StC meeting.
Given the tight timeline, let us try to work by email to get the supporting
documentation and to handle any additional questions or clarifications
before the September StC meeting.
In considering this request, the bylaws are very light on what the StC
considers to approve specifications [5], however, I suggest that the
evaluation of the technical merits of the work be represented by the
opinions of the Asset Management workgroup, the Core workgroup, and the Lyo
project. The StC members would then focus on the implementation reports and
"broader considerations" (such as industry impact, ease of adoption, and
even planed publicization).
I hope my suggestions for processing this request make sense to everyone,
but if they do not, please raise your concerns sooner than later so it can
still be handled in a timely manner.
Thank you.
