Hello again OSLC StC Members,

While it occurred to me at the time you were discussing the "SCM Workgroup
rechartering" topic at Tuesday's meeting, I've only now gone and verified
it in the bylaws [1]. "It" being that only a 2/3 majority vote is required
to approve an action.
Given this, it seems right to reflect this in the minutes. Please note the
changes in both the minutes [2] and agreements [3] sections, and let me
know if you have any concerns with the details.
