[oslc-scm] Directory Version recursion requires the oslc_scm_context parameter?

Paul,

Good catch - that language is incorrect based on a discussion in one of 
our previous meetings, where we agreed that a context could be supplied in 
other ways, such as being part of the URL itself.  It's also possible that 
other providers might not version directories in the same way, so that no 
configuration context is required to find the exact object version members 
of a directory version.  I have updated the spec to reflect this.

Is this "if and only if" text required because we want to allow URLs that 
don't specify configurations?

I find using parameters instead of URL components distasteful.
Of course if it would be impossible to implement some providers without 
the parameter, I'll deal with it in mine.
