[oslc-scm] Directory Version recursion requires the oslc_scm_context parameter?

Is this "if and only if" text required because we want to allow URLs that
don't specify configurations?

possible if and only if a baseline or configuration context is provided
using an oslc_scm.context parameter "

I find using parameters instead of URL components distasteful.
Of course if it would be impossible to implement some providers without the
parameter, I'll deal with it in mine.
