[oslc-rm] Restart OSLC RM workgroup meetings

This reading of "restart" seems reasonable.  I was actually thinking of 
"resume", but perhaps "restart" with this meaning is better.

As Steve suggested, we can do this in parallel, and discuss participation 
in the first call.
