[oslc-rm] OSLC governance changes - action required please

OSLC has recently undergone some changes in its governance model and as
part of this, workgroup participants need to fill out and "sign" the new
members agreement [1] and the Requirements Management Workgroup 
Participants
Agreement [2].   Anyone contributing to the workgroup (see the WPA for
examples) should fill out these agreements after reviewing the terms with
the appropriate people in your organization.
