[oslc-rm] V2 Finalization - Covenant Declarations Required

I've also added Simon Wills to the list of users that can edit the V2 
finalization spec (Simon: hope you don't mind.)

In addition I would also ask the following workgroup participants to sign 
the IP covenant declaration at [1].

All of you have signed the declaration for V1, should simply be a matter 
of editing the page, and pasting in the words of the covenant (Exhibit A
