[oslc-rm] Proposal to move the RM V2 specification into Finalization

Hello all,

At yesterday's bi-weekly meeting I wanted us to dicsuss moving the spec. 
[1] from convergence into finalization.  I didn't feel we were able to do 
this as attendance was rather low (due to US/Canada holiday).

Those on the call did agree that move to finalization was appropriate, but 
I wanted to take the views of the wider workgroup.  The spec is stable, 
and feedback during convergence from the implementation efforts has not 
raised issues.  All of the issues have been closed.

I propose to move the spec. into finalization on Thursday of this week 
(9th Sept) unless I receive objections by email. 

The definition of Finalization can be found at [2].
