[oslc-rm] Usage of dcterms:name

I noticed that the RM 2.0 draft specs name use of dcterms:name.  I might 
recommend that RM look at changing its usage to more align with what CM 
and QM (and core) are saying with some Dublin Core properties, namely:
dcterms:abstract and dcterms:title.
