[oslc-Reporting] OSLC Reporting V1.0 Spec. entering Convergence

Per the Reporting WG call on Monday, I proposed Reporting Spec. declaring
Convergence. If any WG members (not present in the Monday call) have any
issues with this milestone, please send me an email raising the issues you
may have. If I don't hear from you by the end of the week, I would assume
consensus.
