[Oslc-recon] indicate status of vocabulary terms

We have resource and property definitions which are in the vocabulary but 
not yet used in the specification, e.g. crtv:StorageVolume.
WG members agree that StorageVolume should be in the vocabulary as it is a 
common artifact that can be discovered and created by multiple providers.
But, as we have no scenario yet that calls for reconciliation of 
StorageVolume thus we do not have any reconciliation requirements for it 
in the spec. And
such requirements might be coming in the future.

The gist is that we want to indicate the status of a vocabulary term. I am 
experimenting with  the 'Vocabulary Status Vocabulary'[1] as it's called 
and 
particularly with vs:term_status with the value of "testing" . Take a look 
at the crtv doc[2]
