[oslc-qm] ACTION REQUIRED: New OSLC members agreement and workgroup particpant agreements

OSLC has recently undergone some changes in its governance model and as
part of this, workgroup participants need to fill out and "sign" the new
members agreement [1] and the Quality Management Workgroup Participants
Agreement [2].   Anyone contributing to the workgroup (see the WPA for
examples) should fill out these agreements after reviewing the terms with
the appropriate people in your organization.
