[oslc-qm] updates to the OSLC QM V2 specification

Dave Johnson reviewed the OSLC QM V2 specification and provided some very
helpful feedback (thanks Dave).   Since the specification is still in the
finalization stage I made several changes based on his suggestions.  Most
changes were editorial, e.g. providing clarifications and references to the
OSLC Core spec.   He also asked some questions that led to tightening up
the language a bit in certain areas.   Specifically, the sections on
Resource Formats and Delegated UIs needed further details to indicate more
clearly what can be expected by the service provider and consumer.

These changes and clarifications align with the discussions and agreement
that we reaching during our QM workgroup meetings.   If you have any
