[oslc-qm] OSLC QM V2 draft specification

Hi all,

I have made the updates to the OSLC QM V2 draft specification that we
discussed in our last meeting.  In our next meeting on June 28 we will
review the current specification and decide whether or not to call it a
"final draft".   Making this designation will allow us to enter the
convergence stage and invite feedback from the broader OSLC community.
