[oslc-qm] QM V2 spec entering finalization stage

Congratulations to the workgroup on reaching this milestone. Per your
instructions Paul, I've limited edit authority to you and Ingrid for the QM
V2 main document, as well as the V2 samples and shapes appendices. I
continue to have admin edit authority for these documents as well.  I also
locked the V2 covenant page with admin only authority since it appears that
this document is complete.
