[oslc-qm] QM V2 spec entering finalization stage

As discussed in the QM workgroup meeting on 8/23, the V2 specification is
now at a point where the V2 scenarios are satisfied and all outstanding
issues have been resolved.  We agreed to enter a finalization stage where
changes are more tightly controlled.  The types of changes allowed will be
limited to corrections of typos and clarifications where requested.  Any
adjustments made to the V2 core specification may also be incorporated when
necessary.  Additionally we may allow for changes based on any concerns
raised by the broader OSLC community and implementers of the specification.

During this phase write permission will be more tightly controlled for the
QM V2 wiki page.  The QM workgroup members with write permission will be
Ingrid Jorgensen, Scott Bosworth, and myself.

This is a significant milestone for our workgroup and I would like to thank
every one for their valuable input and great cooperation!
