[OSLC-QM] OSLC QM 1.0 specification finalized

The feedback collected during last week's OSLC QM meeting has been
incorporated into the 1.0 specifications.   There is now a "hub" page on
the QM wiki for the collection of 1.0 specs:
      http://open-services.net/bin/view/Main/QmSpecificationV1

Please take a look and let me know if you have any feedback.  You might
notice that the "Delegated Resource Selection and Creation" spec is still
marked DRAFT.  There is an issue in the wiki software that prevents editing
and saving the document, apparently due to some problematic content in the
page.  I'll mark the document as final when that issue is resolved.

Also, notice towards the bottom of the specification hub page that there is
a section titled "Intellectual Property Covenant".   This section links to
a page which captures the patent non-assert statements for each of the
organizations that participated in OSLC QM 1.0.  I added the legal wording
in a section for IBM and added empty sections for Sogeti, Tieto, and Big
Lever.  Our representatives from those organizations can use the wiki
editor to paste the legal wording into their sections.  Michael, Ingrid,
and Glenn,  please let me know if you are OK with taking care of this.
