[Oslc-pm] should ems:observes be required for PerformanceMonitoringRecords

The new vocabulary files are up (RDF and HTML).  Added pm:Metric, fixed a 
bunch of seeAlso pointers that had been pointing into the old wiki.  I 
think they're all good now, so if you see a wrong one let the mailing list 
know.

I updated [1] sample RDF/XML to remove the ns prefixes from rdf:resource 
values.  For the moment I made that change manually.

I updated [1] sample table 2 to reflect the addition of pm:Metric.

I optimistically updated the spec Compliance table to add the row for 
Core's new MUST (other email today).  We should decide today if we are 
accepting that as-is or modifying it.

We can go through the open actions today and see if I missed anything from 
last meeting that I was responsible for.  I think I'm caught up.
