[Oslc-pm] Comments on latest draft of spec (minor)

The red, in your face, text in the beginning seems like an unnecessary 
level of notice for a minority of people who will need to know the naming 
history. 

I suggest these changes:
- remove this text from this section and change to black, place it at end 
of intro section
- insert into the "Previous Version" something more meaningful than N/A, 
such as "This specification is the initial version of an OSLC Performance 
monitoring specification." (and therefore removing from the previous 
statement).
