[Oslc-pm] inline resources

The ServiceInstance resource definition has a crtv:parameter property that 
accepts a Resource value that is defined as Reference or Inline.This is 
the only property in the crtv spec that is defined in that way. All others 
are defined as Reference only. 

Can we change this one to also be Reference only? 

Allowing inline resources is problematic from a Resource Registry 
reconciliation standpoint, and it seems very easy for registering products 
to represent the same information using a resource reference.
