[oslc-plm] PLM Workgroup Covenant and License Update

Just wanted to note that this activity has been completed by all PLM
workgroup members. Thank you for your quick action :-)

The workgroup covenant/license document [1] has been locked from further
editing and put under administrator control. Any proposed updates to the
document must be taken up through the PLM workgroup and involve all
signatories to the document. Thanks...Scott
