[oslc-plm] Pre-final Scenario release available for review

Dear PLM Workgroup colleagues 

The proposed release is available for you to make final comments before 
the proposed release next Friday the30th 

For those who have been following the workings I have update the page but 
have a small issue with the wiki so please check you understand the 
release level (noted in the Comment columns

by visitors to the site
