[oslc-Metrics] Use of dcterms

The OSLC Core guidance says to use the Dublin Core namespace 
http://purl.org/dc/terms/ instead of http://purl.org/dc/elements/1.1/, and 
to use the standard prefix dcterms: instead of dc: in order to avoid 
confusion.

This is a minor change, which I'll go ahead make to the wiki content. 
Please adjust your implementations.
