[oslc-Metrics] [OSLC-Metrics] Request for Review: REST API Architecture Topic

This page is problematic I think, but in ways that are not directly
relevant to the review of the EMS that we need to do.  So we can debate
this in parallel.  Let me be clear about what I mean:  I think that while
this page is very well written, it will need a significant revision in its
content (much of which is new to our discussion, though maybe it's been
written down here for a while--I haven't looked at the page in a while).

But my issues with the content don't affect the definition of the
resources, nor the URL's and responses to manipulate those resources, that
we have to define for the OSLC spec.  So while debating about this page
(which I don't have time right now to begin), we can keep on going with the
resource specs.

So to summarize, I don't yet approve this page, but that doesn't have to
hold up the review of the spec. of the resources and URL's which is our
main work.
