[OSLC-Metrics] Wiki document for Re-estimation

I reviewed the document we had worked on earlier, tightened it up, and 
substituted some of the terminology/ideas we've discussed since then.

It still has a set of questions we should settle that affect the spec.  We 
can review the document and discuss the questions in the meeting.
