[oslc-core] allowing TRS patch for creation events

Folks,

I've recently revised the OSLC Indexable Linked Data Provider 2.0 
specification to allow TRS patches to be included on creation events as 
suggested by Arthur Ryman. It required defining a new optional property 
(trspatch:createdFrom) for locating the donor resource, as well as some 
wording changes in [1] and the additional of a second example [2]. This 
addition allows a versioned TRS provider to make effective use of the new 
feature when creating new immutable versions of resources. It does not 
invalidate either existing TRS providers or consumers.

I've also added a new section on General Guidance for Consumers [3] since 
that was missing, and made a few smaller additions to the existing 
guidance:
- new item in General Guidance for Providers [4] re: sticking to subjects 
Provider is authority on
- new paragraph at end of TRS Patch Guidance for Consumer [5] re: risks of 
TRS patches
