[oslc-core] Core spec heading anchor fixed

Simply as an audit trail: I just fixed another instance of the problem 
where link targets are wrong because of identical sub-headings occurring 
in different places.

In this case:
http://open-services.net/bin/view/Main/OslcCoreSpecification?sortcol=table;table=up;up=#Resource_Creation
took me to a sub-heading under Unknown properties and content  instead of 
the one shown in the TOC

Delegated User Interface Dialogs 
Post Message and Window Name protocols 
Resource Selection 
Resource Creation 
Dialog Resizing
