[oslc-core] +1 for new property oslc:shortId, OR revised recommendation on use of rdfs:label

Steve,

I agree that rdfs:label is now very widely used outside vocabularies. 
However, I still think it would be useful and clear for OSLC to define a 
property that was explicity used for a short plain text id. oslc:shortId 
should be used to give the short resource id. rdfs:label could be used for 
a more descriptive label, e.g.

<http://example.com/bugs/1234>
     oslc:shortId "1234" ;
     rdfs:label "Defect 1234" .
