[oslc-core] Tracked Resource Set SDK available now in Eclipse Lyo

There is a new contribution to Eclipse Lyo in the form of an SDK, reference
implementation and test suite in support of the OSLC Tracked Resource Set
specification [1].   Thanks to IBM's David Glenn, Ernest Mah and Joseph
Leong for this significant new functionality.   You can find a description
