[oslc-core] Draft of TrackedResourceSet 2.0 is available

I have published an updated TrackedResourceSet [1] specification.  It 
represents continued learning from some various implementations and 
updates for W3C Linked Data Platform alignment.

I'd like to start to socialize this effort, solicit feedback on the early 
draft and work towards convergence of the draft.  Issues will be tracked 
by usual means through the Core WG by emailing this WG and logging at [2].
