[oslc-core] [Oslc-Automation] Implementation reports: "Issues" section

I've understood it to be a place to record issues with the specification
encountered during implementation, or aspects of the specification which
were a challenge to implement.

cc: to core in case there is a different interpretation.

In the implementation reports, there is an "issues" section.

Is this supposed to be for issues with the final implementation, or issues
we had with the spec as we were implementing it? (I'd expect the former to
be in the "Additional details about support" section)
