[oslc-core] Reconciliation workgroup spec entering convergence

Core team, 

The OSLC Reconciliation Workgroup V2 specification is entering 
convergence.
During this phase the work group invites feedback from the OSLC
community.  Feedback can include, but is not limited to, the resource
model, correctness and clarifications, compliance with OSLC Core,
consistency with the other domain specifications, implementation issues,
etc.  Editorial suggestions are also welcome.
