[oslc-core] OSLC Core 3.0 development and tracking of issues/progress

As was discussed today (and other occasions) the set of specifications 
that will make up "Core 3.0" are identified by a single landing page [1]. 
This list is not set in stone.  In fact, the goal would be that we could 
compatibly add to the list new specifications that add new capabilities 
without disruption of existing implementation of other specification.  As 
part of the typical specification development process, we will work each 
of these items and at some point declare them final.

In addition to the landing page for issue tracking for 3.0 [2].  I prefer 
to have this in one place for the various pieces to help with progress 
tracking and ease of agenda planning.
