What's here, I'm fine with. I'm agnostic on 2.0 vs 3.0.
I think there is room for improvement in the sense of providers allowing
clients to detect when part of their query was ignored (e.g. via a Warn:
header), but my stake in the ground is that can be done as a separate
future proposal if clients actually want it. I.e. let's not allow the
perfect to be the enemy of the good.
