[oslc-core] Performance Monitoring Specification ready to enter convergence

Core team,

The OSLC Performance Monitoring V2 specification is entering convergence.
During this phase the PM work group invites feedback from the OSLC
community.  Feedback can include, but is not limited to, the PM resource
model, correctness and clarifications, compliance with OSLC Core,
consistency with the other domain specifications, implementation issues,
etc.  Editorial suggestions are also welcome.
