[oslc-core] Updating correct status of some out-of-date spec drafts / wiki pages

There may be some confusion of the current status of certain proposals and 
the desired next steps with them.  Here is what I'm proposing that we do 
with the current wiki pages in the old wiki infrastructure:

http://open-services.net/bin/view/Main/IndexingProposals - we should put a 
clear indicator on it as "deprecated and inactive proposal, not 
recommended for implementation"

http://open-services.net/bin/view/Main/OslcTrackedResourceSet - we should 
put a clear indicator on it as "deprecated and inactive proposal, not 
recommended for implementation"

http://open-services.net/bin/view/Main/OslcCoreSecurity - remove the 
attachment and update the page to say "early incomplete proposal removed". 
 This is clearly what the status is and the original material was early 
rough draft and would be more work to attempt to make it more presentable.

This does not prevent any of these topics from later advancing within the 
current Core WG.  Please provide any concern with this approach to me by 
November 28th, otherwise I'll execute the plan as I outlined above (with 
perhaps slight adjustment in final language).
