[oslc-core] Updated JSON serialization guidelines

A little late getting this out.   As a follow up to a core workgroup
discussion and mailing list thread,  I am proposing the following changes
to the JSON serialization guidelines:

If there are no objections or suggestions for modification in 1 week, I
will update the spec proper.
