[oslc-core] Today's meeting minutes and continuing the Baselines discussion

We had a short OSLC Core workgroup meeting and discussed a couple of topics:

We also decided to put Baselines on the agenda for our next meeting on
May 18. Nick will have an updated Baselines proposal in the next week
or so.
