After a second read of the the specs, I guess it may be worth reminding,
in the XML instructions, that relative URIs may be used, as the "Use
Absolute URIs" is in the "parent" document, and indeed defines and
exception for XML.

I'd prefer to make it explicit, if the change seems suitable for most.
