[oslc-core] Spec issue with oslc:ServiceProviderCatalog and oslc:oauthConfiguration being zero-or-many

I would expect this to be zero-or-one.   If there where more that one, how 
would a consumer know which one to use.

If there is a need for multiple, then we should make it clear which to 
use.  Since I think this isn't the intended behavior, I'd suggest just to 
change Occurs to be zero-or-one.
