[oslc-core] Delegated UI resizing

Based on feedback from teams implementing the OSLC Core v2 spec, Steve
Speicher has put together a proposal to allow resizing in OSLC Core v2
Delegated UI. Steve (and I) would like to proposed that this change be
added to the OSLC Core v2 spec, which is now in finalization state.
This change is not really a clarification or correction, but it is
optional behavior and when implemented it is *very* useful for
consumers of Delegated UI. I would like to do some minor wording
changes to tighten-up and text and make it read a little more
smoothly. Once that is done, I think it should go into the spec.

Are there objections to getting this change in to the Core spec now?
