[oslc-core] ChangeLog Proposal moving to Convergence Phase

Hi Dave,
I have now converted the ChangeLog proposal to the proper TWiki format. It
can be found here:

While converting/restructuring it, I also made a few additional changes:
I cleanly separated the ChangeLog proposal from the other parts of the
proposal document (i.e., Security Capability and Indexing Profile).
As Jim Des Rivieres suggested, I reworded things a bit to remove
unnecessary explicit dependencies. For example, the ChangeLog dependency
on QueryCapability is removed.
I made a couple of minor syntactic changes (e.g., renamed type
"oslc_log:ChangeLogSegment" to simply ""oslc_log:ChangeLog" and
"oslc_log:nextSegment" to "oslc_log:priorChangeLog").
Please let me know if we can now begin the convergence conversation, and
how to proceed.
