[oslc-core] Query Capability Edits

As per our discussion last week, I removed the case of multi-subject query 
capabilities. The core spec now does not contain any reference to 
self-subject or multi-subject query capabilities. 

Now the query base URL is simply a resource in the service. It SHOULD have 
a Shape that describes its properties. The isMultiSubject property has 
been removed.
