[oslc-core] Plan for converging by Mar 31

We'd like to be ready to enter convergence by the end of this month,
which is a pretty aggressive schedule. I've put together a draft,
review and complete schedule to help us meet that goal. If you would
like to help, there are couple of empty slots in the table here:

Another way to help is to review the current draft documents. They are
incomplete, but they do capture the "spirit" of the core specs. If you
only have little time, then you might want to start by reviewing the
OSLC Defined Resource section and the associated example.
