[oslc-core] What is the OSLC Core Base URI? http://open-services.net/ns/oslc

I see the following base URIs in the Core spec and Appendix A:

1. http://open-services.net/ns/oslc 
2. http://open-services.net/xmlns/oslc 
3. http://open-service.net/xmlns/oslc-core/resource-types 

I suggest we use 1. everywhere, i.e. the XML namespace URI is therefore
http://open-services.net/ns/oslc#
