[oslc-core] Estimation and Measurement Service (EMS) 1.0 is a Draft Specification

We declared EMS 1.0 to be a Draft Specification on our telecon today [1]. 
I'd like to thank everyone for their contributions.

We are now in the convergence phase and will use the mailing list to 
communicate implementation progress. Telecons will be scheduled on an 
as-needed basis.
