[oslc-core] Error in oslc:property in oslc:ResourceShape

The diagram shows oslc:property as taking an Local Inline Resource, which 
is correct, but the table of properties declares its ValueType as Resource 
and its Representation as Reference. The fix is change its ValueType to 
Local Resource and its Reference to Inline.
