[oslc-core] Example RDF/XML Uses xml:lang="en" Incorrectly

The example [1] has an  xml:lang="en" attribute in the root element, which 
makes its scope global to all strings. This is incorrect since some 
strings should be plain text, e.g. prefixes. 

The fix is to move the attribute into the elements that are English.
